ECE is in any way superior to Civil Engineering. NIT Trichy is also a really good institute, so don't just go for the IIT tag. Taking Civil in a new IIT (or even in an older IIT) will limit your options, in terms of location or something else.
You might not get as many opportunities as you might get for ECE, given that the packages offered for ECE branches are comparatively always better.

If you had the option of choosing a circuital branch in IIT BBS, then it would be highly recommended to you, but since you are considering Civil, it is a better choice.

For the academic year 2019-20, the bath strength of Civil Engineering was 31.
62% of Civil Engineering students got placed, 6 students from a total of 31 didn't participate in the placement process.
The average package increased to more than half with a 54% rise which made it to 11.51 LPA, but that of a core placement average was 10.7 LPA.
Out of the students placed, only 6 were placed with core companies, the rest went to non-core companies.
HPCL and IOCL were two PSUs that selected candidates from the core branches. Larsen and Toubro also attended the placement drive this year.
Few of the students who did not take part in the placement process are preparing for competitive examinations like, GATE or UPSC, also some of them decided to change their field which is different from Engineering. Overall the placement record for Civil is good and it is likely to get better after the pandemic ends.
Civil and CSE are two distinctive courses so it’s difficult to determine which college is better.
The campus of IIT Bhubaneswar is well developed, but there are still constructions going on. The academic section is with highly equipped labs, projector classrooms, Wi-Fi facilities, etc. Placements in college are often good. The average salary packages offered is around 11.4 LPA. In 2019, 89% of placement was recorded from Civil Engineering. The teachers are very qualified, skillful, and knowledgeable.
One plus point of BITS Hyderabad is that Hyderabad is the IT hub and it might not directly influence placements, but they get a lot of exposure to the IT companies around. Brands like Google and Amazon are building the biggest office departments in India at Hyderabad, which is tremendous news for the campus. Also, a lot of companies visit the Hyderabad campus. In BITS you get a chance to study in an established college with established curriculum and top-class faculty in CSE.
The quality of research that’s being carried out there in every field of engineering is of top-notch. BITS Hyderabad has better infrastructure than many good IIT’s. Almost every student gets a placement with average salary package of 11 LPA. BITS has a higher industry recognition than newer IITs, which means the probability of getting recruited as a manager in the industry from the latter university is better than from the former engineering university.
If you are comparing only the institutes then with IIT Bhubaneswar, you will get an IIT tag that offers certain advantages. As for which college to choose, should depend on your preference of course.
IIT Bhubaneswar has seen a placement rate in civil engineering of 89%. TATA Steel also offers huge placement packages for the students of IIT Bhubaneswar. In 2019, IIT Bhubaneswar received the highest package of 39 LPA. After the CSE and metallurgical departments, the civil engineers received better placements. Biochemical Engineering and Biotechnology in IIT Delhi has a significant role that was played by biochemical engineers and biotechnologists in future industrial development of biotechnology-related processes. Today, the Department provides a structure for an integrated approach towards education, research, and development of various bioprocesses. For MTech, the students must have a BTech in Chemical or Biochemical Engineering.
Biotechnology from IIT is a good option but there is not much scope in India but has more abroad. A student requires a good CGPA and maintains a good CV to land up a good consultancy job or admission at top MBA colleges. It is a five-year course and requires 1 extra year to complete BTech, unlike other Engineering programs. So a civil Engineering from IIT Bhubaneswar will be better for future to secure a job than Biotechnology from IIT Delhi.
