IIIT Bhubaneshwar is the best among all the institutions that you have mentioned in the question. My brother graduated from IIIT Bhubaneshwar last year. All the other institutions are new IIITs. The first batches that passed out from these new IIITs were in 2018. Here are some of the reasons why you should choose IIIT Bhubaneshwar.

Course Structure: The course structure of IT, CSE, and CE are somewhat similar.
Your preference order should be CE or IT at IIIT Bhubaneshwar followed by CSE at IIIT Kota, Una or Sonepat.
One of my friends studied at Guru Nanak Dev Engineering College of Ludhiana. According to him, they are not up to the mark.
Although, education depends on the capability of the student. So if you are confident about yourself and can manage your education on your own no matter how the college is, then Guru Nanak Dev Engineering College of Ludhiana is the appropriate place for you.
From the official website of IIT Hyderabad, I have extracted the syllabus for the first 4 semesters of B.Tech in Artificial Intelligence. The semester-wise syllabus has been tabulated below
Semester 1
Semester 2
Semester 3
Semester 4
Refer to the official website for the rest of the semesters.
This is actually a difficult decision, as it varies among every individual. Go for a drop only if you are confident enough and well prepared for the exams next year. If not, it is better to join the college and make it count.
B.Tech is overall a very good course with lots of scope for scoring good marks and learning new things. Though Bundelkhand University may not be one of the popular choices for students to opt for B.Tech, if you want to study here, it is fine.
It is suggested that if you are an average student do not drop a year but go for Bundelkhand University. Remember that while studying there try not to meddle with the local people as it could sometimes take a wrong turn.
Rather than choosing between institutes, choose the branch you are inclined towards. Determining your future prospects is an indispensable factor when choosing your college. You need to find out what you are willing to do after getting your degree; pursuing higher studies or getting employed.
Had I been in your place, I would have chosen NIT Surathkal because of the branch CSE you are getting. In this high-tech era, CSE is in full bloom and is one of the most coveted branches. Someone who is getting CSE at an NIT should never give that chance up for any other branch that too at a new IIT.
Here is why one should go for NIT Surathkal
The following points prove enough that NITK Surathkal CSE is better than IIT Dhanbad EE. In fact, I would have chosen IIT Dhanwad CSE over electrical or other core branches at old IITs. however, my answer is not directed towards someone who has a particular interest in Electrical, for them IIT EE is the best.
CGC Landran is a very popular college and it is affiliated with Punjab Technical University. The faculty of this college is average but the placements and infrastructure are very good.
Various IT companies like Wipro, Cognizant, Capgemini visit the campus for recruitment and you can easily secure a job if you can maintain at least 65% in your B.Tech. If your percentage is even higher, then you can even get selected into top companies like Microsoft and Mu-sigma.
You can easily get a job in IT service by preparing for Arithmetic, Reasoning, English. Also, improve your coding skills for which the college does provide extra classes. But getting into a product-based company will be a little difficult as these companies only recruit 4-5 students who have very good knowledge of their fields.
If you are unable to get into a product-based company then start preparing for GATE, build some cool projects and receive some certifications too so that you can make your profile strong and your chances for recruitment will increase further.
Also, most of the HRs look for candidates who have qualified GATE examination, so it can be a plus point in your resume.
Every institute has the freedom to set its own fees for the various courses it offers in accordance with the rules of the state/country in which it is located. It cannot be labeled exploitation as long as it is within the specified limitations.
Remember that it is a deemed private university (Somaiya Vidyavihar University) and receives no government money. There could be several reasons why they arrived at the figure of 4 lakhs for 1st year B. Tech, as you said. You are under no obligation to participate in the course for whatever reasons you believe are valid.
What you make of it determines its worth. If you do not believe it is worthwhile, you are free to join any other worthy institute of your choice.
There are three options that you can look forward to, while choosing the college. You can refer to the points I have made for an easy comparison, mentioning mine as well as my batchmates' experience of studying in different colleges.
Option-1: B.Tech IT from JSS Noida, CCET Chandigarh, or UIET.
Studying at CCET Chandigarh i have to mention that, it does not offer an IT program but offers a CSE program. So, if you are looking forward to pursuing IT, then UIET (Panjab University) is the best option among all the colleges.
CSE and IT students receive similar opportunities. In 2019, a total of 56 companies offered 309 jobs to the students of UIET. CSE being their highest placed branch followed by IT and ECE. The companies that offered jobs to both CSE and IT students include Amazon, Goldman Sachs, Deloitte, KPMG and many more.
With the PU tag and a NIRF ranking of 72, UIET records good placements among all the three.
The following table will provide you the course fees of each college and the salary packages offered -

Option-2: B.Tech ECE from VIT Chennai.
VIT Chennai is a very good option. VIT Chennai has a brand name of Vellore Institute of Technology.
B.Tech students at VIT Chennai receive placement opportunities from top companies like Microsoft, HP, TCS, Phillips and Bosch. If distance, transportation and location are not your primary concern you can easily opt for it.
Option-3: B.Tech CSE from Shiv Nadar in Noida.
If CSE is your choice, then you can definitely opt for this college. Shiv Nadar is a private university so a financial backup is necessary. It has a huge campus with all the necessary amenities.
The return on investment is not that satisfactory. The fee is Rs.9.40 Lakhs and it is quite higher than the other institutions.
Overall, if your interest lies in ECE then the VIT Chennai can be declared as the winner here. You may collaborate on some CS or IT courses or certifications, along with a VIT ECE program if you have a little interest in CS or IT. If you are interested in IT opt for UIET and if CSE is your preference then CCET will be a better option.
