All in all, it is recommended to choose PEC Chandigarh any day over NIT Agartala. PEC definitely belongs to the league with NIT Surat, Allahabad, and others. However, if the NIT tag is all that you are looking for, then go for NIT Agartala.
To know which institution to be preferred, let us start with the rankings of both of them. #48th is the ranking of MNNIT by NIRF for the year 2020 and on the other hand #103 is the ranking of IIIT Allahabad by NIRF for the same year. Now you can see some other factors to decide which institution can be preferred over the other.

Other factors that can be made into considerations are city life (which will be almost equivalent for both of them), faculties (highly qualified teachers are there in both the institutions), campus life, hostel facilities, etc. But at the end of the day, it is the subject and the interests of the students that matters for a successful future. IT is a good subject regarding future and the candidate can choose whichever institution suits him/her better.
MKSSS’s Cummins College of Engineering for Women, Pune is definitely a better option than RIT College, Islampur. RIT is also a well-known college but Cummins offers a more competitive atmosphere. You will find better living accommodation at Pune compared to Islampur. Cummins is located in a city that is well-known for IT & Manufacturing industry. You will get exposure to many events, industrial expos, development programs. There is availability of coaching institutes for post-graduate exams within a few kilometers of the institute. You won’t get these exposures at Islampur.
