Although IIM Shillong has a locational disadvantage, you will benefit from the brand value, in long run.
Jain University and Presidency University are both established in Bangalore and are excellent options to pursue an MBA. Jain University is much older and famous for its placement record. Compared to that Presidency University was established very recently and is equipped with modern technological and educational infrastructure. Jain University has been ranked 62 for MBA by Outlook 2020. Whereas, Presidency University is also ranked as 12th for MBA by Times of India.

Thus it completely depends on the student, their interests, and financial capabilities about which university they wish to choose.
If it’s to choose between SPM PDPU and IMT Nagpur, then IMT Nagpur should be an easy pick if you want to pursue a general MBA. If you just want to go to SPM PDPU for a better ROI and do not have any interest in petroleum management, you might be making a big mistake.
If you have a petroleum engineering background, you could take a chance and get into SPM PDPU. The college has a decent placement and better ROI than IMT Nagpur but the only concern is that it is a very niche course and although we do have big brands and a pool of industry dedicated to this field I would suggest thinking it over and going for SPM PDPU only if you are sure you do not want to switch to any other domain any soon.
