There are several factors which one can consider while comparing two institutions. Here are some things that I considered while choosing my college.
NIT Hamirpur will offer you the prestigious ‘NIT’ tag. As compared to other colleges in this region, the environment over there is superior. By environment I mean the learning, interaction and personal development offered at an institution. The placements are continuously improving with new companies visiting the campus each year, offering better packages. This college has shown positive growth in terms of exposure and student- teacher interaction as well.
Even though I’m a student of NIT Hamirpur, my opinion is devoid of such biases. Thus, according to me, NIT Hamirpur is a better choice for your CSE program.
Based on NIRF rankings, both NIT Rourkela and MNNIT Allahabad are among the top 5 NITs. Apart from a massive campus, NIT Rourkela has nothing else to boast of in terms of academics or job opportunities. That being said, the Electrical Engineering department at MNNIT Allahabad is great both in terms of quality of education as well as placements. It's hard to find good faculties in any of the NITs these days but MNNIT Allahabad seems to have better than most NITs. Their excellence is reflected in the performances of the students in GATE.
Additionally, MNNIT Allahabad gives equal importance to extracurricular activities, fests, and sports to ensure the overall grooming of the students. Another perk of joining MNNIT Allahabad is its excellent connectivity owing to the variety of trains running to and fro.
Like any other institute the food served is average and students might feel difficult to adapt to college life initially but once you have spent a few weeks, you will get adapted to the culture soon

My suggestion would be to opt for IIT Hyderabad Civil Engineering and prepare for a branch change.
IITs cannot be compared to any private college other than BITS. Even if you are unable to change your branch, don’t feel disheartened as the IIT Brand name is more than enough.
I know many people who were part of the Chemical, Biotech, and Civil Engineering branches of IIT and are earning more than 12 LPA currently. Irrespective of the branch you belong to, IITs offer an excellent coding culture making you proficient in the same. The quality of peer groups you will be interacting with is also better at IITs than at private colleges like RVCE.
All in all, IIT as a brand is better than RVCE and other private colleges except BITS.

My brother attended MNNIT Allahabad, so I can give you a brief idea about the BTech first-year syllabus at the institute.
There are some rules followed by the institute. First groups are made and each group has sub-groups like X group has subgroups of X1 and X2. One group studies one category of the subject in their 1st semester and in the next semester they study the other category of the subject. Some subjects are common while some are different.

The aforementioned IITs have witnessed exponential growth over the past few years and are good options for engineering. You will have to consider your personal preferences to make the right decision. All the IITs mentioned have progressed well. You need to look over various factors while making a choice. Also, I will like to add IIT Patna and IIT Ropar as they also have been doing quite well.
In my opinion, IIT Gandhinagar should be your first choice among the new IITs followed by IIT Patna.

But apart from this, MNIT Allahabad is a better option for you because of its good academics and resourceful campus life. So go with the option MNIT Allahabad
