You should choose KIIT Bhubaneswar for studying Law. It is older and more reputed. On an overall scale, it is better than UPES, Dehradun. Placement will depend on your interest. For Judiciary careers, KIIT Bhubaneswar offers more exposure and opportunities. Few law firms also take part in campus placements. The highest CTC offered in KIIT Bhubaneswar placements is around INR 7 LPA. UPES offers better opportunities in corporate law.

KIIT will take all of your parents' hard-earned money. They will allow your entire batch to sit in some 2 to 4 average companies through campus placement, but if you want to work for any services-based IT company, you can get admission to KIIT. If GATE/IES/PSU is your goal, it is best to study in a college that is close to your home and has lower fees.
HBTI is the best not only in UP but across the country, with an excellent alumni base dating back to 1921. Each year, the best students from UP attend this prestigious institute.
IET is not bad, but when compared to HBTI, it falls short in terms of placements, alumni base, academics, and so on.

The program applies to CSE, except that in the first semester you have to study biology. KIIT develops practical applications for students as well as the theory of study.
Having known some people studying in both these institutions, I can say that KIIT is promising and is getting better every year. Thapar is a well-known and much older institute. You can choose either by preferring the college or the branch.

One of my cousins studied at KIIT and it is an amazing college in East India, with a wonderful infrastructure, skilled faculties, and placement records. The alumni network of KIIT is its biggest asset.
On the other hand, Maharaja SurajMal College has a decent campus. The infrastructure is quite old and students complain about the cleanliness around the campus pretty often. There is WiFi service throughout the campus. The library is common for all the branches and is not maintained well.
