Union Education Minister: No Proposal from Public-Funded Universities to Set Up Campuses Abroad; Read Details Here


December 07, 2021: In a written reply, Union Education Minister Dharmendra Pradhan has informed Lok Sabha that no proposal for constructing campuses abroad has been submitted by any public-funded universities. 

The reply came after the Lok Sabha inquired Education Minister reading whether Delhi University or any other similar Public-funded Universities have submitted any proposal to set up their campuses abroad. 

Adding to the reply, Union Education Minister Dharmendra Pradhan stated without submitting a request or proposal, the universities can not take any administrative or academic decisions. 

Referring to the matter, he further stated that without submitting the proposal and receiving approval for the same from statutory bodies, such as Executive Council, Academic Council, and Court, the universities can not set up their campuses on foreign grounds.

While talking about the letter, Union Education Minister Dharmendra Pradhan said “All the central universities including the University of Delhi are a statutory autonomous organization established under an Act of Parliament and governed by their respective Act and the statutes and the ordinances made there-under.”

“All administrative, academic decisions are taken by the University with the approval of its statutory bodies, such as the Executive Council, Academic Council, and Court. However, the Central Universities may admit to its privileges any institution situated outside India subject to the provision in their Act,” he added. 

Furthermore, Dharmendra Pradhan, Education Minister, Ministry of Education notified the Parliament that only major states have completed the vaccination process for teaching staff of government and privately run schools. 

He further mentioned that teaching staff in government and private unaided schools has been vaccinated with at least one dose of the COVID-19 vaccine. The state has made it mandatory for all teaching and non-teaching staff to complete their vaccination before school reopening. 

As of November 25, 2021, Maharashtra has completed the vaccination process of about 98.53 percent of non-teaching staff. With this, the school in the states will now reopen for offline/physical classes for all students.
