Keeping in mind the ongoing COVID-19 pandemic, the University Grant Commission (UGC) has released official guidelines for semester exams and reopening of universities in the country on its official website, ugc.ac.in.
As per the notice released, the UGC has directed all colleges and universities to strictly follow the required COVID-19 pandemic safety measures during the physical classes.
The UGC official notice reads, “The Ministry of Health and Family Welfare has requested that strict COVID-19 guidelines should be followed by educational institutions. Thus, colleges, universities, and other higher education institutions should be following COVID-19 appropriate behavior at all times and places."
Educational institutions and universities are strictly directed to follow the guidelines released by the commission. This includes, wearing masks, maintaining social distance, using hand sanitizers, and following safety precautions are mandatory for all HEIs.
In addition to the guidelines, higher educational institutes are permitted to start physical classes for students. The institutes can take appropriate decisions on their own to resume the physical classes. The classes will commence in accordance with COVID-19 safety protocols.

Furthermore, the Union Grant Commission has directed universities and educational institutes to take their own appropriate decisions in regards with the conduct of exams in offline, online, or blended mode.
The exam should be conducted in compliance with the Standard Operating Procedure (SOPs), and COVID-19 safety guidelines released by the commission. Those who are found not following the instructions will be further penalized by UGC.
Earlier, due to the spread of the COVID-19 pandemic in the country, the Union Grant Commission had released various notices regarding academic calendars, examinations, re-opening of institutions, and safety instructions or SOPs.
The notices were released on April 29, 2020, July 6, 2020, July 8, 2020, September 29, 2020, November 5, 2020, and July 16, 2021, to ensure the safety of both students and teaching staff of various universities, schools, and educational institutes.
