New Delhi: Ministry of Housing and Urban Affairs, MoHUA, recently published and released harmonised Guidelines and Standards for Universal Accessibility in India.

These guidelines and rules are the brainchild of rigorous methodologies and close engagements of the team supervised by the experts from the IIT Roorkee along with the teams from the National Institute of Urban Affairs (NIUA) and Central Public Works Department (CPWD).
Professor Gaurav Raheja from the Department of Architecture and Planning in IIT Roorkee was appointed as the principal investigator and consultant of this project. These guidelines focus on certain aspects with the intention of bridging the gap between accessibility and the universal design in every sector and every element of the built environment. Below is a detailed list of what the guidelines are likely to offer.
IIT Roorkee Sets Guidelines and Standards for Universal Accessibility in India
The guidelines will work towards the primary goal of facilitating a required shift from Barrier Free Approach to Universal Design Approach. Here are the other goals of these guidelines:
Sensitising, guiding and facilitating the approach to implement accessibility in all elements of the built environment and beyond.
“These new guidelines are a step towards a progressive and an inclusive approach to build environments and sustainable urban futures of India. It anchors the idea of keeping human diversity including persons with disabilities and their needs at the centre of all developments of built environments”, as stated by Professor Raheja.
In addition to including the persons with disabilities, other factors such as gender, age and others will also be taken into consideration within these guidelines.
According to Professor Ajit Kumar Chaturvedi, the Director of IIT Roorkee, “These guidelines mark an important milestone to steer inclusion and accessibility in India’s urban landscape. The new guidelines will help develop infrastructure in the country with an orientation of social inclusion.”

The issued guidelines along with the standards intend to bring forth, develop and nurture a holistic approach to accessibility including plannings on housing, transport, education, healthcare, tourist and public places, All concerned stakeholders within this project are to embrace the issued guidelines and ensure universal accessibility within India.
