AICTE Directs Deemed Universities Not to Provide Technical Courses Without Prior Approval; Check Details Here


New Delhi: The AICTE urged all deemed institutions on Wednesday not to enrol any student on their technical courses without first seeking its approval in order to avoid confusion among stakeholders.

AICTE, through its circular, notified universities that they may either take complete approval of all technical courses or continue without AICTE approval.

"It has been observed that some central/ state/ private universities are taking partial approval of AICTE for some selected technical courses/ programmes which is creating confusion among the stakeholders," the AICTE circular stated.

The circular further reads, “AICTE may inspect the universities for the purpose of ensuring coordinated and integrated development of technical education. "Universities have obligation or duty to confirm to the standards and norms laid down by the AICTE.” 

Meanwhile, the Supreme Court stated in a judgment that universities do not need AICTE clearance to start a new department of courses and programmes in technical education.

The AICTE has also issued show-cause notices to two private universities for providing degree and diploma courses in partnership with edtech companies, citing the "outsourcing" as a blatant breach of rules. 

The council took action after it and the University Grants Commission (UGC) urged universities and colleges not to provide distance learning and online courses in collaboration with edtech companies.

According to the rules, no "franchise" arrangement is permitted. The AICTE chairman has previously stated that the government is not opposed to edtech companies, but they cannot be permitted to venture into areas outside of their expertise.

AICTE recently established two programmes for students and instructors' benefit: Students Learning Assessment (Parakh) and Higher Modules for National Initiative for Technical Teachers Training (NITTT). 

The teachers training programme was established with the goal of developing a large pool of skilled technical teachers.
