Without any second thoughts, RVCE is a better option than IIIT Bhubaneswar for CSE. Here are some strong points in favor of this claim

RVCE is located in Bangalore, India's Silicon Valley. Its excellent location helps establish health hu In industry relations thereby improving the job opportunities and exposure offered to the students.
The crowd quality of RVCE is excellent as you will be surrounded by the best minds of Karnataka who are top scorers in the Karnataka CET.
RVCE is one of Karnataka's oldest and most highly reputed colleges so is backed by a strong alumni network.

Overall, choosing RVCE over IIIT Bhubaneswar will offer more opportunities and therefore should be given more preference.

I have many friends from RV College of Engineering, Bangalore and according to their first-hand experience of 4 years, it is concluded that it is indeed the better choice. Here’s why:

Location: RVCE is situated in Bangalore - Silicon city of India. Here, Location is a big advantage for you because of proximity with more IT industries and metro cities.
Peers: Students who get admission in RVCE are the topmost performers in Karnataka CET, so you will be among one of the best talents.
Alumni network: It plays an important role while studying there and even after completing your degree. RVCE is one of the oldest and well-established colleges in Karnataka. Hence, the Alumni network is huge and quite well-settled.
Exams: Admissions at IIIT Bhubaneshwar are solely based on JEE Mains. However, it may not be on the list of high performers of JEE as they mostly get selected in other top ITs, NITs, and IIITs.

Both the colleges are good and well-reputed. Also, your preferred branch Computer Science has a broad scope in any of the good institutes. However, the above few parameters get RV College the trophy here.
