New Delhi: The West Bengal Government has declared that the University Grant Commission (UGC) has allowed the state to conduct their final year semester examinations in colleges from October 18, 2020.
However, the commission has requested the West Bengal State Government to publish the result by the end of October so that the admission process can start soon for PG and Ph.D. Programs.
Earlier, according to the July 6 exam guidelines of the UGC, the authority made it compulsory to attend examinations in September for all the graduating batch of students. UGC had also released detailed SOPs for conducting physical examinations.
It was reportedly said that the revised guidelines were drafted based on suggestions from AICTE, Architecture Council and Bar Council of India.
In August, the Supreme Court declared to UGC's directors that students can not be promoted without giving their final term examinations. However, the Court gave the university the alternative of conducting examinations after the September deadline, which resulted in new examination dates in October.
In a letter sent by MR Rajnish Jain, the UGC secretary to Manish Jain (the higher education secretary of West Bengal) he wrote "Keeping in mind the health and safety of students and their academic progression, the University Grant Commission has decided to accept the request of the students”
“The final year and term-end examinations conducted by the university will now conduct by October 18 in states" he added.
Earlier this month, West Bengal Minister of Education Partha Chatterjee said that the State had written to the University Grants Commission ( UGC) to share its plans for the final semester of the university in October.

While many universities in the states have been preparing for the examinations for a long time. Some universities on the other hand have already conducted their examinations and published their results on their website (such as Presidency University and Engineering Department at Jadavpur University).
The Vice-Chancellor of the university replied by referring to the issue " The education Department has directed us to publish the results preferably by the end of October. The Postgraduate and Doctoral programs admission process will be beginning by the first week of November".

Bengal Govt Shares Plan With UGC to Conduct Exams in October
West Bengal Education Minister Partha Chatterjee said that the state has shared its plan to conduct the final semester examination in October with the Statutory Organization. The authority is now waiting for their response in the matter.
Different institutes have shared their plan and calendar of conducting the examinations such as Calcutta University and North Bengal University. On the other hand, Jadavpur University will only start the preparations after the UGC notifications.
Education Minister of West Bengal, Mr. Chatterjee replied on the issue saying, "The final term examinations will be conducted based on the orders of the Supreme court. The states are holding exams at their preferable date after discussing with the UGC department.”

"It is up to different modalities to conduct the examinations for final semester students," he added.
