As per the latest updates, as many as 32 states and Union Territories (UTs) have agreed to go ahead with CBSE Class 12 Board Exam 2021 through pen and paper mode.
Over 32 states and UTs including Kerala, Assam, Delhi, Maharashtra, Madhya Pradesh, Haryana, and others have requested the Central Government to vaccinate teaching faculty and students on a priority basis to ensure their safety during CBSE Board Class 12 Exam 2021.
However, on the other hand, states and union territories like Delhi, Maharashtra, Goa, Andaman & Nicobar are still against the pen and paper mode of examination. Check state-wise updates for CBSE Class 12 Board Exam 2021 in this article below!
State Governments, UTs on CBSE Class 12 Board Exam 2021
Haryana: Referring to the CBSE Class 12th Board Exam, Haryana Education Minister Kanwar Pal said, “As the Union government has announced, we are also in favor of conducting Class 12 exams. We shall do it accordingly, as per instructions received from the Union government. We are completely ready to conduct the examinations”.
Kerala: Kerala General Education Secretary Mohammed Hanish states that they haven’t taken any decision on the board exams, and are relying on the CBSE’s final decision. He further added, Kerala has maintained its record of conducting state board examinations only after ensuring the safety of the students and following Covid-19 protocols.
Uttar Pradesh: UP Deputy CM Dinesh Sharma stated that the decision for CBSE Class 12th Exam Date will likely be made by the month-end after a meeting with the CM.
"We have already printed the papers, made sets of decoded copies, & allocated 8,513 centers to follow social distancing during examinations. We're analyzing the COVID situation", he further added.
Punjab: On Tuesday, May 25, 2021, Punjab Education Minister Vijay Inder Singla has requested the central government to first offer vaccination to all CBSE Class 12th students on a priority basis to ensure their safety during the exam commencement.
Jharkhand: Expressing his concerns for the safety of students in the states, Chief Minister Hemant Soren asserted, it would not be wise to conduct the examination for class 12th students in the wake of the COVID-19 pandemic.
“If the suggestions received from the stakeholders are considered, there is a consensus on the postponement of the examination. People feel that maintaining social distance will not be possible if the exams are conducted and children can get infected”, he further added.
Bihar: Addressing the CBSE Class 12th Board Exam 2021, Bihar Education Minister Vijay Kumar Chaudhary stated that, while the board examination is very crucial for students, the examination still can not be conducted in the states due to the increasing cases of coronavirus pandemic.
He further added that a tentative exam schedule should be announced for class 12th students, and the option for the online examination should also be considered.
CBSE Class 12 Board Exams 2021: Vaccination Necessary Before Exam Commencement
While the Union Government is still waiting for states’ response on the conduction of the Class 12th Board Examination, states like Kerala, Assam, Delhi, Maharashtra, Madhya Pradesh, Haryana, and Meghalaya has requested the central government to start the vaccination process for students.
As per the state’s request, the examination should only commence after the vaccination process for all teachers, and class 12th students have been done.
Expressing the same concern, Akhilesh Yadav tweeted, “No Examination Without Vaccination”, stating that without vaccination it’s not safe to conduct exams in the states”.

CBSE Class 12 Board Exams 2021: Evaluation Options
In response, CBSE has proposed two options for evaluating Class 12th students’ results to the Education Ministry. The first option includes conducting examinations for all students in the existing format, but only for around 20 major subjects.
While the second option includes conducting only objective type examinations for major subjects for all students, for only one and half hour duration in their own school, through offline mode. Earlier, after discussing COVID-19 situation, the Education Ministry had requested all states and union territories to send their suggestions on Class 12th Board Exam 2021 latest by May 25, 2021.
12th Board Exam 2021: Several States in favour of Conducting Exams
In response to the Education Ministry’s request, 32 states, and Union Territories have agreed to conduct the examination, while four states including Delhi, Maharashtra, Goa, and Andaman & Nicobar are still opposing the pen and paper mode of examination.
Additionally, JEE Advanced 2021 which was earlier scheduled to commence from July 3, has also been postponed until further notice due to the surge in COVID-19 cases in the country. JEE organizing institute, IIT Kharagpur released an official notification for the same on its official website.
