MHA Unlock Guidelines: Support Online and Distance Learning, Schools & Colleges to operate at 50% capacity


Ministries of Home Affairs (MHA) have issued guidelines for surveillance, containment, and caution due to the increase in COVID-19 cases. 

As per the guidelines, it is up to states to decide on limiting the number of persons in closed spaces, including educational institutions.

MHA has allowed all activities outside containment zones, except in closed spaces, that have been allowed with specific restrictions. 

According to the MHA guidelines, educational gatherings have been permitted, with up to a maximum of 50 percent of the hall capacity, with a ceiling of 200 persons in closed spaces.

The statement further reads, “However, based on their assessment of the situation, State/ UT Governments may reduce the ceiling to 100 persons or less, in closed spaces.”

Earlier, in October, while releasing Unlock 5 guidelines, MHA permitted schools and colleges to open after October 15, 2020, where it stated that educational institutions can be reopened after October 15, 2020, in a phased manner.

Moreover, states and Union Territories were to take a call on reopening of schools and coaching centers post-October 15 in a graded manner. 

The October MHA guidelines state, “For re-opening of schools and coaching institutions state and UTs have been given the flexibility to take a decision after 15th October 2020 in a graded manner. The decision shall be taken in consultation with the respective school/ institution management, based on their assessment of the situation.”

Further, the guidelines have also stated that online and distance learning will continue and shall be encouraged among students.

The University Grants Commission (UGC) published guidelines on November 5, 2020, regarding the reopening of colleges and universities. According to the guidelines, educational institutions located outside the containment zones may be reopened in a phased manner after discussions with states and Union Territories.
