Kerala Budget 2021 Promises New Medical Colleges and 30 Centres of Excellence; Read Details Here


Kerala Finance Minister, Thomas Issac announces Kerala Budget 2021 that promises new medical colleges for Wayanad and 30 centres of Excellence to be established in universities. Additionally, 886 vacant posts and 150 posts in universities will be added to existing 1,881 profiles. 

During the speech, Issac stated, a set of 30 centres of excellences will be allocated and National Education Policy (NEP) 2020 will be executed to encourage privatisation and impinge upon states’ powers.

Issac declared that funds of INR 1,175 crore for higher education and a total of INR 1,165 crore for school education will be implemented in the 2021 budget records. He added, the Public Sector is developing gradually with revised labour laws, NEP.

Moreover, 500 ‘Nava Kerala’ scholarships of Rs 1 lakh each and Wayanad district with tribal population, will get new medical colleges. Around INR 53 Crores will be reserved for the educational schemes for other eligible communities (OEC).

Earlier, in view of setting up new medical colleges in Wayanad, Kerala state government dropped the plan to acquire DM Wayanad Institute of Medical Sciences, Medical College for Nursing, Pharmacy and associated institutions.

Kerala Budget 2021: Implementation on Higher Education

Following proposals are to be executed as per the Kerala Budget 2021:

  • A total of INR 1,175 crore is finalized for the outlay for higher education.
  • Special Aid of INR 100 Crore will be given for 30 Autonomous centres of excellence which are to be built in the state universities
  • Vacant posts of 886 will be filed urgently in the universities and 150 posts will be added to the existing 1,881 profiles
  • INR 2,000 Crore will be assisted for infrastructure development of universities
  • Financial help of INR 1,000 Crore will be given to affiliated colleges.
  • A total of 500 Nava Kerala Post Doctoral fellowships of chief minister will be awarded which will provide a stipend of INR 1 Lakh on monthly basis
  • Special disciplinaries with forensic science, nanotechnology, etc will be taught in 21 inter-universities or inter-disciplinary schools with a budget of INR 500 crores
  • Nava Kerala two-year post-doctoral fellowships will be awarded to 500 meritorious students ranging from INR 50,000 to 1,00,000 per month. INR 50,000 will be given additionally for the set up of laboratories and other facilities
  • INR 125 crore will be offered to major universities and INR 75 crore each to other universities.
  • The Kerala University of Health Sciences will be developed to a university with its own departments and research while Thrissur Medical College will be converted into a Campus Medical College
  • INR 420 crore will be provided for medical colleges and INR 20 crore for dental colleges as financial aid
  • An amount of INR 43 crore allocated to Ayurveda Colleges  and INR 300 crore will be sanctioned for new Medical College in Wayanad
  • Development of infrastructure facilities of government colleges will have a budget of INR 56 crore and INR 28 crore for creating facilities meant for NAAC accreditation.
  • Indian Institute of Information Technology and Management, Kerala (IIITM K) will be promoted to a digital university and INR 24 crore has been allocated for innovative research, entrepreneurship and co-ordination of Industrial higher education the IIITMK Digital University
  • Government has sanctioned INR 150 crores to improve all classrooms of affiliated colleges.
  • INR 131 crore is sanctioned for Kerala State Science and Technological Council and its related institutes with INR 215 crore for technical education overall development.
  • For Engineering colleges, INR Rs.35 crores and INR 40 crore for Polytechnics and INR 13 crore will be provided for skill gap reduction of technical students

Kerala Budget 2021: Implementation for School Education

Following are to be included in the Kerala Budget 2021:

  • The huge amount of INR 1165 crore will be used for schools including central government fund of INR 240 crore through Samagra Shiksha Abhiyan
  • Model Residential Schools for Scheduled Caste and Scheduled Tribes will receive INR 143 crore through two channels
  • Improvement of infrastructure facilities in schools will have a budget of INR 120 crore
  • Additional INR 73 crore will be provided for enhancing the standard of education through teacher training and other methods.
  • Moreover, INR 105 crore will be remunerated for school uniforms, INR 526 crore for mid-day meal distribution and INR 18 crore for Literacy Mission
  • The government will be funding INR 11 crore for vocational and higher secondary sectors
  • The budget specifies that all the schools must have a standard quality water assessment
  • Around 290 Special schools run by voluntary organisations and others will receive financial aid of INR 60 crore
