Haryana Government to Review All 24 Private Universities Amid Rising Complaints


New Delhi: Haryana government has announced that it will review all 24 private institutes in the state after receiving several complaints that some of the institutes are not following the provisions of law.

This step has been taken after the Haryana Higher Education Department issued a show notice to Ashoka University, stating that the university is not offering fee concessions to students as per Haryana Private University Act 2006 and not offering admissions to enough students. 

Informing about this decision, Chief Secretary of Higher Education, Aand Mohan Sharan stated that the state government will review the facilities of all private colleges in Haryana. The audit will cover the administrative, academic and financial aspects of the universities. 

The Secretary of Higher Education said, “It is provided under the Act that an annual audit of universities is to be conducted. We have made a decision to do it. The modalities and the points on which the audit shall be conducted are being drafted”.

“We are also considering the agency that would be hired for conducting the audit. It could be the Accountant General Office or a central government agency. The entire process shall be completed in a fortnight,” Sharan further added. 

Referring to the notice issued to Ashoka University, he further added that complaints have been received regarding the admission intake and fee concession. In the notice, the state government has directed the university to furnish some details. 

"Based on the details provided by the university, the department found discrepancies that amounted to aberrations and violation of the provisions of the Act", he added. The university has submitted a response to the letter, which is now being examined by the department authorities. 

In addition, higher education department has also issued a notice to the World University of Design, Sonipat which states that the university is not following provisions of law as required. It added that the university has begun the admissions for courses without seeking approval from the government. 

Informing about the notice, Sharan said, “The university had started admissions in the courses for which they had not sought government’s prior approval”. Due to this, the authorities have imposed a fine of INR 10 Lakh on World University of Design.
