Delhi HC Orders DU to Submit Timelines and Procedures for Annual Convocation; Check Details Here


Delhi High Court has asked DU to submit an affidavit on the timeline and procedure for holding convocation on an annual basis for its students, All the documents will be transferred to Digilocker.

Single-Judge Bench of Justice Prathiba M Singh has issued a notice for the University of Delhi to submit an affidavit on the timelines for declaration of results, issuance of digital/paper mark sheets and transcripts, issuance of digital/paper degrees, issuance of provisional degrees and transmission of data to Digilocker.

After hearing the pleas from former DU students for issuance of degrees, Delhi HC ordered DU to file a comprehensive affidavit providing the timelines and procedure to avoid inconvenience faced by the students every semester.

Delhi HC has observed the discrepancies from DU several times while issuing degree certificates. In July 2020, DU explained that degree certificates have not been issued due to lack of printing facility and paper. 

To rectify the situation the Court had asked DU to file an affidavit detailing how they intended to streamline the process of issuance of degree certificates. The court has also asked the varsity to adopt technically advanced methods for timelines to facilitate the issuance of degrees and marksheets.

As per the Executive Council Resolution of 1993 submitted by DU states that a degree could be “Advance degree before convocation” if a student was leaving the country to pursue higher studies. Further, the varsity advised DU students to apply for the provisional certificate which will be given in the digital form.

So far, DU sent data of the degree of 27,000 students of 2017 to digiLocker and promises to submit the entire data of 2017 and 2018 gradually within 1 month.

Viewing this, the High Court commented that the affidavit was not satisfactory as no specific timelines were given. Further, the affidavit is cryptic and asked DU  to prescribe a timeline to ensure that there is a comprehensive, streamlined procedure for declaration of results, issuance of transcripts, marksheets and degree certificates, etc.

After granting 6 months to file a fresh affidavit, DU students are still seeking the help of Delhi HC for their degree certificates. Advocate Sarthak Maggon, represented former DU students and Advocates Mohinder JS Rupal and Hardik Rupal represented DU. The court has scheduled the next hearing for February 17, 2021.
